Digging a little deeper in the RFCs produces RFC1602 which includes info about patents, copyrigted works, assigning rights, disclaiming rights, and disclaiming knowledge of conflicting rights.

Some people may just be concerned about the copyright status of a specification and whether or not others can make updates or derivative works. The standard IETF copyright makes a clear statement of rights in that regard.
