I can get in with Lynx, but I can't get in with Netscape.I couldn't find a webmaster address; however, it appears that you've got to go through a series of forms before you're allowed to fill in a form to submit a message to the webmaster.
The form validation also says that www.w3c.org is wrong, that it is not related to w3.org; it does work, though, if you use www.w3.org.
