How about a take on slashdot's moderation where you Dave is the only moderator, or maybe select users. If you, or those selected, think a post is crap/off topic/usless the post is flagged as a 'Crappy Post'. Then have user options to view or not view Crappy Posts where the default is 'No Crap'. You could change it to the Dave No Crap Discussion Board :)
