I think Lantz is wondering about the desire to have browsers support xml-rpc.

The idea is not to use the browser as a display for xml-rpc messages, the idea is to let the browser communicate via xml-rpc. This would let the browser act as a much more intelligent UI for xml-rpc-enabled systems.
