Is QPQ a W*API Server?

I think Quid Pro Quo is a W*API server, if I'm reading the QPQ documentation correctly, but the Nirvana Filter is rejected by QPQ at start up. Am I wrong about QPQ (v2.1) or do I have a bad copy of the Nrivana Filter?
