You are reading it wrong, as you suggest in your post.

That's a free use agreement, not a customer agreement.

For a paying customer we'd have to specify a more costly review process.

And it's also a work in progress. If you've been reading Scripting News and paying the slightest attention you would know we're working on exactly these kinds of things.
