So basically what you're saying is that you're in a business with hair-thin margins and if even a few of your users misbehave then it becomes totally unprofitable. Why are there small ISPs anyway?

I'm not being facetious or cynical; I'm really curious to know why so many ISPs have (apparently) put themselves in such bad positions. Unless there's something major I'm missing.
