What's the PRS model for radio stations and bars/restaurants which play recorded music? What's the Public Lending Rights model for libraries, which ensures that the most popular authors receive a small, but proportionate reward for having their books borrowed?

The mechanisms are in place on a B2B level. It's time to bring them to the consumer.
