I think you need to provide a little more context. I just ran the following script on my machine and it worked as expected: temp.headers was empty and the call returned the request line.

local (s = "GET http://193.197.168.166/palm/getdata?name=Lydia+Lindner&header=Tachpost&frontpage=Y HTTP/1.0" + cr + lf + cr + lf);
dialog.notify (webserver.util.parseHeaders (s, @temp.headers))

How exactly is this verb failing for you? Which version of Frontier are you running?
