OTOH, sometimes bugs are used as a competitive weapon to lock users in. That would be like a doctor who kills his or her patients, not through incompetence, but willfully. That's a wholly different matter. If it appears that a bug is left in place to keep users from switching to another program (I've seen it happen, I think) that is something that demands exposure.
