That's not entirely correct. The name of the spec, "RSS 1.0" was not discussed publicly until they were ready with their marketing program, much of it without the "proposal" adjective.

From my pov, that the new proposal, by the majority of developers, be "RSS 1.0" seemed so obvious that it wasn't until you objected so vehemently that it even crossed my mind.
