All of the proposals for the RDF+NS version of RSS were presented, discussed, and debated on the syndication mail list beginning in June. It was only when it came time to put together the proposals into a single spec that the proponents of RDF+NS took it offline.
That's not entirely correct. The name of the spec, "RSS 1.0" was not discussed publicly until they were ready with their marketing program, much of it without the "proposal" adjective.
I'm glad to see that you're not using the "RSS 1.0" name.
