Does anyone know what it takes to get Dr. Watson to recognize symbol information in an application?

Users sometimes send us Dr. Watson logs of Frontier crashes, but stack crawls always show "Frontier!NoSymbols", even though Frontier is built and linked with symbol information included. I've tried putting the Frontier.pdb file in the same directory as Frontier, but that doesn't seem to have any effect.

Documentation on Dr. Watson is scant. Any experts out there?
