And what the developers use, is what they'll write end-user apps for.

As ideal as that sounds, there are too many middlemen too motivated by the installed base of Windows. With lots of developers in their employ.

Plus, some developers actually enjoy developing for Windows. Or if not enjoy, at least appreciative of the hard-won knowledge they had to attain to do so, and resistant to junking that in favor of another OS.
