I see a lot of tools for serving content (or transforming it during/before serving), but I don't really see the tools for managing content. (Besides Frontier and Zope.) Almost all the the Unix systems are based on files, so those systems can disclaim responsibility for managing the files. After all, they're just files; you can use any tool you want.

Except that ignores the situation where either there are no content management tools or the tools that exist are not included by default, so you have to go out of your way to find one and configure it.
