Currently, Darwin has not been completely released. So that makes the rest of my message mostly speculation.

WINE does not currently run on Darwin or MacOS X Server. It is probably difficult to port, because WINE uses the X Window System (a.k.a. "X"), which also does not run on Darwin or MacOS X Server. You may notice a pattern here...
