Web interface to site membership?

is there already, or is anyone working on a web interface for managing site membership through the main responder?

i'm considering doing several small limited access intranet sites in Frontier, and i need to allow department heads to add and delete/disable members in a non-public site...i don't want to re-invent the wheel, as they say.
