Licensing on SOAP draft

I find this language confusing:"This document is an Internet-Draft and is in full conformance with all provisions of Section 10 of RFC2026 except that the right to produce derivative works is not granted."
Does this mean that you can not produce a piece of software based on the specification or does it mean that you can't produce a document based on the document? ( What's a derived work? )
