Sorry for the tease, but I ran across a website offering free conversion of a variety of file formats, including PDF, to HTML.

It was www.r*.com I think, but somehow it did not record it's location.

I believe it has only recently been launched and it had lofty claims for the quality of conversion (a big issue with Quark conversion - I'm now trying Quark --> PDF --> HTML).
