The MacOS does include an HTML rendering library in the operating system, as of MacOS 9. One place that it's used is in the new HTML-based help system.Others have posted URLs to the developer documentation for this library. There's sample code on Apple's sample code site. What more do you want?
(Also, I believe Internet Explorer is an ActiveX control. Ask Microsoft about getting the ActiveX SDK for Macintosh. I can't find it on their site any more, but I know it used to exist.)
