The idea is this: when you connect to a website, your browser will pick up an XML file from an agreed upon location that describes the site's privacy policy. If the privacy policy matches your browser settings, some of your personal information (stored in the browser) can automatically be sent. Some 3rd party organization will validate the site's compliance with the privacy policy (you can bet TrustE will be there...)
Assuming P3P catches on and is implemented in a way that users trust, this is one possible solution for automatically determining which sites get what information about you.
