Napster's relative girth
Yes, Napster's interface would undoubtedly be more effective via the Web, but the network itself would suffer. If users could search and download via the Web, there'd be no motivation to run the small file-sharing daemon. I figure that's why the two are tied together--so that everyone's forced to share.
