Does the changedIcons XML file only change when the front page of scripting.com is updated, or automagically every hour?

The page about it is a little vague:

Weblogs with icons that changed in the last hour and they can change whenever I update Scripting News

Actually, the first line makes it sound like weblogs that changed their icon in the last hour ;-)

I just don't want to grab the file more often than is necessary...
