From a technical standpoint, this is impossible (perhaps provably so) on today's commodity hardware.Even if you toss in the requirement of internet access? If media were serialized and authenticated on each use? Remember, AOL/Time Warner is in the game now.
As for paying cap gains, the average person is in the market now and realistic about the abilities of the IRS. I think they get the concept and would throw out a round number like everything else they declare. :-)
