There's an explanation of how user name collection might work at PacBell at http://www.freebsddiary.org/sendmail-verify.html. The explanation is for sendmail and PacBell uses Sun Internet Mail Server. VRFY is allowed at PacBell. Spammers would have to guess names. The server would tell them whether those names are on the PacBell system.
