According to this Web site, the Federal government's fiscal year 2001 budget is over $1.8 trillion. So, if your figure is correct, the "explicit foreign aid" makes up about one percent of the budget.

Furthermore, a lot of US foreign aid comes with strings attached -- e.g., it can only be used to purchase American goods. If this qualifies as "Dane-geld", the Danes were pretty lousy businessmen....
