Persuasive. If Jefferson helped to bring that intellectual movement about, rather than simply riding on it, then I agree with you. I guess the distinction I was trying to draw was between "contributor to a movement" and "spokesperson for a movement". I just want to explicitly confirm that Jefferson was a contributor, not just a spokesperson. (Although representing a set of ideas to others as a spokesperson can be a contribution, too...)
