parsing SYLK markup

hi folksI'm trying to decide / discover the best approach to reading in *and rendering as HTML* bulk SYLK files (a format that Excel and other databases can export).
Please could someone tell me where to start?
Should I read the whole file in, then do something with Regex? (If so, is Regex the easiest way?)
What I'm looking to do is set up a group of generalized "behaviours" for arbitrarily marked-up text. ie: if the file is Quark XPress tags, use these rules, if the file is SYLK, use those rules, etc.,
