But if you wish to retain all-digit dates (avoiding an English-centric world view), then the convention is 1999/1/4 i.e. Year/Month/Day which, for most practical purposes (any year after 31AD), is unambiguous.

It's also usually best to use UTC for times (4:22:28 PM means little to me since I'm in Brisbane) and optionally also provide a "local" time (whatever that means on the Web). At the very least a timezone should be given (as /- N rather than PST/EST/... which is also ambiguous).
