Does this flag generally disable the use of semaphores, or just in the page rendering context?

I use semaphores w/ dynamic Nirvana sites when using counters, etc.

semaphore.lock (this, 10)
local (docId = prefs.docIdCount)
prefs.docIdCount ++
semaphore.unlock (this)
return (docId)

BTW: Is this needed anyway?
