Dave,

I think you should separate transport from encoding from the information in requests and responses.

Transport is probably the issue of biggest concern. For example, the way the spec stands right now, a browser cannot issue an XML-RPC request w/o using some Java applet. This means that XML-RPC is not easy to use for doing client-server work on the Web. You should at least provide an alternative transport for content type text/html, e.g., the hidden form fields xmlRPCRequest and xmlRPCResponse.
