I've tracked it down to here:

When argstring is handed over to webserver.parseargs(), an "ü" is already "%FC", which turns out to be this strange comma called "cedilla" after string.parseHttpArgs() had been called.

Now, I don't know if this has something to do with the fact that I am on a Mac, that I on a German system, or some other coincidences....
