Phone.Com (formerly Unwired Planet, who developed WAP with Ericsson, Motorola, Nokia) has a SDK available to create HDML and WML information services and applications.

Online Anywhere, which Yahoo recently chose to bring their personalized content to non-PC devices, has a demo of their Oasis software that coverts HTML sites into WML.
