navbar test version: XML format

Today's test version of the navbar macro optionally allows you to define the contents of the navbar via XML.

First, the navbar macro got a new optional parameter, flXmlOutline. It defaults to false, preserving previous behavior. If flXmlOutline is true, the specified outline (or string or wptext) will be interpreted as XML.

The XML outline should contain a single The The The If "type" is "adr", the contents of the If "type" is "url", the contents of the If "type" is "glossary", the contents of the Example
