I think the XML outline should just define the logical structure of the navbar. The layout on the other hand should be defined by the parameters of the call to the navbar macro.

Close, but not all the way there.. You want to put the rendering options in the XML, not in the call to the macro. Even better, put them in the website framework hierarchy and in the XML. (Thinking aloud here.)
