I am a student and writing a custom document management system in Frontier.

Great!

I'd like to use a DTD that defines XML tags for document meta data like authors, publication dates, a changes log and access permissions.

You might want to look at the Dublin Core metadata project for ideas. It might be too complicated for your purposes, but it will give you an idea about what other people are thinking.
