There is indeed a way to find articles about, say, aerosol effects on the ozone layer, even if the original author didn't use the term "aerosol" in the body text. Meta tags are one solution, but in the extreme require "a lot of human beings going nuts creating metadata", as Paul says.

Latent semantic analysis is a more general solution that is completely computerized. Note that Microsoft Research recently hired one of the world's leading scientists in this field, so maybe we will see it in real software one day. For now, LSA is mainly found in research systems.
