Why not use namespaces to do this? Otherwise, publisher A may use x-date and mean something different from publisher B's x-date.

And what do you mean by 'local needs'? For me, the beauty of RSS is that the publisher doesn't know who the content consumer is, and doesn't know what delivery mechanism will be used. So in this case the concept of 'local' can't be adherred to.
