SOAP vs NGWS

I am confused on this "Next Generation Windows Services will be an MS lock-in" discussion.I can see that SOAP is an "open wire protocol" and XML is an "open data format", but I can also see that defining and controlling what these protocols DELIVER could produce a monopoly position.
No?
If not, isn't this the same as saying that "Windows has a mostly documented API, so there is no lock-in there".
