No, it doesn't seem so:

"The client sends a request to a server that comprises a Universal Resource Locator ("URL") that identifies a script, an object class, and a function of the object class to invoke."

These aren't strictly requirements of a CGI. Patents are very specific. MS might have a patent on certain categories of CGI that specifically require those identifiers.
