There's a Mac ActiveX SDK online at http://msdn.microsoft.com/developer/sdk/mac.htmIt's from November 1997, but it claims to cover IE3 "or later" so it might be just a matter of plugging in the IE4 ActiveX compnent to get all the 4.0 features.
The HTML rendering and JavaScript/DHTML engines are probably identical in IE4 Mac vs. Win, which will help you a lot when trying to build a cross-platform frontend for Frontier.
