With Content Server you can show a simple interface to the users. But you should have someone knowledgable to work the backside.

There is no evolved workflow in Frontier, but then again I dont think there is any "cheap" workflow anywhere. You can however set it up with drop-folders - where people in the chain reads the texts and drops them in the next folder.
