rpc debugger url not working...

I am trying to test out a new xml-rpc app, and I need another server to point it to to test it. But the url Dave suggested does not work. I go to here:http://frontier.userland.com/stories/storyReader$1077
but when I hit submit, it says
404 File Not Found
The page http://206.204.24.20/rpcDebugger.fcgi does not exist.
Please notify the webmaster of any broken links.
