Exactly. I'll bet Dave could whip something like this up pretty quickly, but I should let Dave tell me whether my guess is any good or not!
In general, once there's some level of categorization of content and some level of user identification--whether through explicit registration or just a cookie ID number--all sites should provide at least this level of "collaborative filtering."
