Cookies expired but are not coming back

I am having a problem with a site that contains membership. Once the cookies expired (because of end of year stuff), user can log on, but can not get past the welcome screen. Welcome screen appears, but if a link is selected off the welcome screen - logon screen reappears. Anyone have any suggestions? Others having this problem?
