Apple's Tech Info Library iReview, iCards, and iTools FAQ covers a lot of questions asked in this thread.
Regarding KidSafe, the list of sites (over 55,000) "have been approved by certified teachers and librarians based on two criteria: acceptable content and educational relevance" with final approval by the Apple editorial staff. Lots more detail in the FAQ, including the specific criteria.
