I don't think its possible to ... add-on a feature to all CDs in existence today to allow only DRM protected CDs to be played.

No, but they will add such features to all CDs created in the future. Thanks to watermarks, new CDs will still be playable in regular CD players, but new SDMI-compliant sound cards (if the spec is ever finished) will refuse to play "ripped" music.
