It's super-simple.

An XML-RPC handler that takes a username, password, name, and XML text, and it stores it in your directory.

The membership for the site is managed by Manila.

All outlines are publicly readable and served statically.

All are accessible (only) via HTTP-GET.

Unless you can think of anything else it needs to do that's it.
