It's a Snowpod from Mobility Engineering ("designs and manufactures adaptive sports equipment that opens up new adventures for disabled persons").

They are located in Pasco, Washington (from Jeff's e-mail address domain name, he's also located in WA so I assume the picture is from there).

As identified at jeffbarr.EditThisPage.Com, Peter Reike used a similar vehicle in June 2000 (along with several other attempts). Peter Rieke is the founder and president of Mobility Engineering.
