What does it mean when I try to post a bulletin in Manila, and I get:

"Sorry! There was an error: Can't send mail because a connection error occured: Can't read stream because TCP/IP error code 10060 - Connection timed out. The error was detected by Frontier 6.2b18 in mainResponder.respond."

Does this mean the bulletin has gone out to some subscribers, all subscribers, or no subscribers?

[I hope the answer isn't "some subscribers".]
